The Applicant as an Intended User of the Appraisal Report
Since FIRREA was enacted in 1989, borrowers have been entitled to a copy of the appraisal report from their lender upon request. Now with the passage of the Dodd-Frank Act, that requirement has been turned up a notch. Section 1474 of the act is an amendment to the Equal Credit Opportunity Act.
